Brief Description:

Opportunity FOA-CEO-16-01, a Research and Evaluation Grant offered by the US Department of Labor (DOL), solicits applications from a university based researcher, or group of researchers,to analyze a topic that has direct implication for DOL programs, the labor force, and the American worker.
Please Note: This opportunity allows for one proposal per Duns #. Applicants who hold a primary affiliation with a school located on the Cambridge Campus should apply through the internal process facilitated by the OVPR office. Applicants from Chan and HMS should follow up with their respective school's research office to learn about the internal process being held.


Description:

Opportunity FOA-CEO-16-01, a Research and Evaluation Grant offered by the US Department of Labor (DOL), solicits applications from a university based researcher, or group of researchers,to analyze a topic that has direct implication for DOL programs, the labor force, and the American worker.

Areas of interest include, but are not limited to:

Studies on targeting resources to achieve best results
  • Evaluating the effects of targeting systems and enforcement in worker protection agencies (e.g., OSHA, Wage and Hour, MSHA, Employee Health and Pension, Federal Contract Compliance).
Studies on the changing industry structure and the nature of work and implications for programs
  • Analysis of the extent and effect of non-compliance with Fair Labor Standards Act and employer practices in the fissured workplace and emerging issues of the “on-demand” economy.
Studies on cross-program interactions and effects
  • Analysis of the association between and among programs—e.g., between workers’ compensation programs and OSHA programs; workers’ compensation and social security programs; OSHA and Wage and Hour programs.
Studies on workers
  • Analysis of the effect of health and safety agency (e.g., OSHA, MSHA) programs or policies on outcomes for workers, employers and society 
Studies on regulatory and enforcement policies
  • Assessment of state labor policies and variations and implications for worker outcomes. Analysis of the impact of outreach policies and their interaction with enforcement efforts.

  • Project Period (minimum 1 year, maximum 2 years)
  • Applicants will be asked to upload the following:
A two page response to the opportunity offered that includes an overview of the problem, research methods and data being considered, and anticipated deliverables. Minimum 10 point font, single spaced accepted. References and/or graphics may be placed on blank pages at the conclusion of the written work
  • PI CV, no preferred format
  • Co-PI CV, if applicable


 


Eligibility Criteria:

Each DUNS# defined area of Harvard University may submit one proposal in response to this opportunity.
This application is for applicants who have a primary appointment at a school located on Harvard's Cambridge Campus.
Applicants who hold a primary appointment at Chan or HMS are asked to contact their respective offices of research administration to inquire about the process at these schools.
